Do I Need to Fiscalise if I Am Not VAT Registered?

Published · Last checked 18 October 2026 · 4 min read

This is one of the most common questions from small business owners, and the honest answer has two parts. If you are VAT registered, yes, you must. If you are not, ZIMRA's position is that you should, and the law is moving that way. Here is what that means in practice.

If you are VAT registered: yes, no exceptions

Every VAT-registered business must fiscalise, whatever it sells. Fiscalisation was introduced by Statutory Instrument 104 of 2010 and has applied to all four VAT categories (A, B, C and D) since 2017. This is the duty behind the US$25-per-till-per-day penalty.

If you are not VAT registered: ZIMRA expects it

ZIMRA's own fiscalisation guidance says all taxpayers are required to fiscalise under section 90 of the Income Tax Act, read with sections 80D and 80DD. Those sections give the Finance Minister power to require fiscalisation through regulations.

ZIMRA's guidance states plainly that this also applies to taxpayers with turnover below the US$25,000 VAT threshold. It has made a cheap route available too: small traders can fiscalise using a mobile point of sale on a phone or tablet. A non-VAT business's receipts show as a "Fiscal Invoice", with no VAT.

What this means for you:

When must you register for VAT?

SituationWhat applies
Taxable sales above US$25,000 (or ZiG equivalent) in any 12 monthsCompulsory VAT registration
Below US$25,000Voluntary registration is possible, subject to ZIMRA's conditions
You reached the threshold but did not registerZIMRA can register you compulsorily

Your VAT registration takes effect on the first day of the month after you reach the threshold. From that day you must charge VAT and fiscalise every sale. You register through TaRMS by adding VAT as a tax type.

Example: a hardware shop in Chitungwiza sells about US$2,300 a month. By month 11 its 12-month total passes US$25,000. If it crosses the line in October, VAT and fiscalisation apply from 1 November.

Frequently asked questions

How do I know my taxable turnover?

Add up your sales of taxable goods and services over the last 12 months, in US dollars. Exempt sales are not counted.

Can I register for VAT before I reach US$25,000?

Yes, voluntary registration is possible if you meet ZIMRA's conditions. You then charge VAT and must fiscalise.

Will ZIMRA fine me if I am not VAT registered and don't fiscalise?

ZIMRA's position is that you are required to fiscalise. Its published penalty amounts are framed around VAT-registered operators, so confirm your exposure with ZIMRA or a tax practitioner, and don't count on being exempt.
